"We have been appointed World Bank consultant in the previous year as a member of a Task team to carry out Mauritanian Report on Observance of Standards and Codes–Accounting & Auditing (ROSC A&A Mauritania). The recommendations outlined in our report are aimed at achieving corporate financial reporting practices of international standards and to help create a world-class working environment for professional accountants in compliance with IFAC’s Statement of Membership Obligations (SMO). The ROSC A&A (1) exercise entails an evaluation exercise that (a) assesses the strengths and weaknesses of existing institutional frameworks that underpin financial accounting and auditing practices; (b) determines the comparability of national accounting and auditing standards with internationally recognized standards (IAS/IFRS and ISA); and (c) examines the degree of compliance with national accounting and auditing standards and (d) evaluates the effectiveness of enforcement mechanisms for ensuring compliance with existing national standards, rules, and regulations.
The ROSC A&A assessment has been completed on June 2012 and the report has been endorsed by the Mauritanian Government on March 13, 2013.
We are currently working on designing a comprehensive action plan which will lay the ground of a strategy for the development of the Accounting profession in Mauritania, and ensure the follow up on and the implementation of the ROSC A&A recommendations. The estimated ending date of the assignment is June 30, 2013. The action plan is expected to result in a series of studies to be conducted by experienced specialists with knowledge of IAS/IFRS, and IFAC standards and SMO."
